Don't merge this; we'll test it on a staging server by itself first, then merge it to develop when the time comes.
I'm not sure if the addition of the safeHtml pipe and the removal of the decodeHtml pipe was the correct thing to do, so I'll be having QA test that explicitly to make sure. We may have needed those to remain the way they were, unless you know of explicit bugs that we have related to those components.
